In the UK it is illegal to telephone persons who have registered their telephone numbers with the Telephone Preference Service (TPS). Any company or organisation doing so risks a fine of up to £5,000.

All voice messages sent within the UK are pre-screened against phone numbers registered with the TPS.

The one exception to the above is that it is permissible to call existing customers or persons where there is a prior and ongoing relationship. This could include store customers, members of a political party, supporters of a particular charity, etc.
